Since the onset of the war, there has been a notable surge in Ukrainian civic engagement activities, particularly in initiating or signing electronic petitions. Our Civic Engagement Poll (CEP) reveals a significant increase in this engagement: from 5% in 2021 to 26% in the third quarter of 2022. The latest 2023 edition of the CEP, which includes non-displaced Ukrainians (NDPs), externally displaced persons abroad (EDPs), and internally displaced persons (IDPs), shows further growth. The engagement is most pronounced among EDPs, who show a 39% participation rate. Similarly, awareness of this civic engagement tool has also risen from 59% in 2021 to 68% in 2022. Despite increased awareness and engagement, skepticism regarding the effectiveness of these petitions persists, with approximately 70% of Ukrainians expressing doubts about their impact. In line with this skepticism, the CHESNO Movement’s study reveals that only 31% of citizens perceive petitions on the President of Ukraine’s website and 27% of local petitions as effective.
