A. Introduction
Pact is an International NGO with offices throughout the world with a mission to enable systematic solutions that allow those who are poor and marginalized to earn a dignified living, be healthy and take part in the benefits that nature provides. Pact accomplishes this by strengthening local capacity, forging effective governance systems and transforming markets into a force for development.
This RFQ is a part of the Enhance Non-Governmental Actors and Grassroots Engagement Activity funded by USAID and implemented by Pact in Ukraine (USAID/ENGAGE). The purpose of USAID/ENGAGE is to increase citizen awareness of and engagement in civic activities at the national, subnational and local level.
Through ENGAGE activity, Pact supports civil society in Ukraine with the goal to increase citizen awareness of and engagement in civic activities at the national, regional and local levels. Since the beginning of Russia’s unprovoked and unjustified aggression of Ukraine, ENGAGE’s mandate was expanded to engage citizens in civic initiatives aimed at resisting the aggressor. In FY24 ENGAGE intends to continue increasing citizens awareness and engagement in efforts to fight Russia’s aggression, as well as further build trust to CSOs as main agents enabling such engagement. Successful implementation of these program objectives is intertwined with ENGAGE’s ability to communicate effectively and make sure its strategic messaging reaches its audiences.
To that end, to stay up to date with our audiences, Pact seeks to procure a set of services related to the comprehensive social media support of the USAID/ENGAGE Activity throughout FY24. By creating and disseminating strategic content on social media the expected results connected to this contract include increasing citizen awareness of efforts to fight against Russia’s aggression, enhancing citizens’ understanding of ways they can actively engage in these efforts, raising awareness of the role and importance of civil society organizations, as well as improving public trust in civil society organizations. This investment is also aligned with donor-mandated requirements for regular and detailed updates on program results. Social media marketing services consultant(s) will help ENGAGE to provide timely and relevant information on program achievements, thus also ensuring transparency and accountability by keeping stakeholders well informed on program delivery and success stories.
B. Requirement/ Technical Specifications
The selected Vendor is expected to provide expert advice and technical support related to comprehensive social media marketing support of USAID/ENGAGE activity, in particular:
- Development and implementation of weekly content plans to communicate ENGAGE program and learning results on Facebook, which includes drafting of text materials and design of supporting visuals where necessary.
- Conducting ad hoc targeted promo campaigns (direct ads) to support communication efforts of ENGAGE with a view to reaching a broad audience on Facebook. Specific goals and targets for campaigns, as well as their frequency, are to be defined by a responsible Pact manager based on current communication priorities of ENGAGE.
- Conducting monthly analysis of ENGAGE’s performance on Facebook that should identify and track profile of audience, measure reach, content performance and audience’s engagement with publications, as well as analyze cost-effectiveness of targeted paid campaigns. Where necessary adapt social media strategy in line with instructions received from a responsible Pact manager based on the results of such analyses.
- Conducting quarterly user feedback surveys to identify changes in perception and attitudes towards CSOs among the audience of ENGAGE’s Facebook page.
- Providing ad hoc technical advice on issues related to social media strategy and operation, such as setting up and running promo campaigns, analyzing audience behavior, and avoiding blocking, phishing, and other security risks
- Preparation of final report, containing recommendation for future adaptations developed and approved by ENGAGE.
Requirements to the Vendor:
- Experience in conducting the services mentioned above (to be proved by a portfolio);
- Experience in developing content plans for social media platforms (to be proven by a sample of a weekly content plan (one post per day, one week) specifically developed for ENGAGE’s Facebook page);
- Experience in the executing similar contracts with international donor organizations (to be proven by the list of at least three references with most relevant Customer’s contact person, their title, place of work, e-mail, and mobile number; as well as reference letters);
- Availability of qualified personnel that will be enough to perform the works (to be proven by org charts or any other relevant documents or certification).

C. Eligibility
In order to be considered for the contract, Vendors (companies, agencies, NGO, individual consultants etc.) must be currently legally operating in Ukraine and the quotation must include proof of the following:
- Ability to meet or exceed the Requirements/Technical Specifications outlined in Section B;
- Ability to deliver the services specified in Section B no later than the date(s) required.
