Pact is an International NGO with offices throughout the world with a mission to enable systematic solutions that allow those who are poor and marginalized to earn a dignified living, be healthy and take part in the benefits that nature provides. Pact accomplishes this by strengthening local capacity, forging effective governance systems and transforming markets into a force for development. Pact has worked in Ukraine since 2006 in the areas of governance, capacity development, and health. Building on a decade of experience, we address key challenges facing civil society organizations in Ukraine.
This Request for Quotation (RFQ) is a part of the Activity to Enhance Non-Governmental Actors and Grassroots Engagement (ENGAGE). The purpose of ENGAGE is to increase citizen awareness of and engagement in civic activities at the national, subnational, and local level.
In FY23, ENGAGE procured professional vendor services to strengthen core partners’ technical capacities in producing effective storytelling communication products through targeted training and mentoring. With this training, ENGAGE helped CSO partners in crafting compelling and impactful messages about their activities, resulting in engaging communication products that resonate with diverse audiences.
In FY24, to ensure the publication of ENGAGE partners’ stories in foreign media to raise international awareness of domestic events taking place inside Ukraine Pact seeks to procure services of professional vendors to help adapt partners’ stories for foreign audiences and act as liaison between international media and ENGAGE partners.
II. SCOPE OF WORK
A. Place of Performance
All services required under this solicitation will be performed in Ukraine.
B. Period of Performance
All services required under this solicitation will be delivered from 12/01/2023 and will conclude by 9/30/2024.
C. Scope of Work
Purpose:
To increase international awareness of domestic events taking place in Ukraine by increasing the number of ENGAGE media appearances in foreign media and promoting the stories of resistance to Russia’s aggression.
Objectives:
· To identify stories and speakers to be promoted to foreign media from among ENGAGE partners;
· To establish meaningful connections between ENGAGE partners and representatives of foreign media;
· To ensure publication of ENGAGE partners’ stories in foreign media to raise awareness of domestic events abroad.
Duties and Responsibilities
Throughout the duration of the contract, the selected Contractor(s) is expected to provide expert advice and technical support related to the adaptation, pitching and publication of ENGAGE partners’ stories in foreign media. To perform this, the Contractor(s) is expected to implement the following tasks:
Task 1: Conduct individual meetings with ENGAGE partners to identify stories and speakers to be promoted to foreign media (up to 33 partners).
Task 2: Develop a list of foreign media platforms for the pitching and placement of ENGAGE partners’ stories. The platforms and channels could include but are not limited to:
· Traditional (TV, radio, press) and online media outlets;
· Other relevant websites, blogging platforms and new media;
· Other relevant communication platforms.
Task 3. Provide PR services to ensure pitching, adaptation, and publication of ENGAGE partners’ stories.
Task 4. Monitor and analyze the performance of published stories featuring ENGAGE partners.

III. SUBMISSION INSTRUCTIONS
A. Submission of Questions: All questions or clarifications regarding this RFP must be in writing and submitted to dpavlov@pactworld.org no later than 17:00 hours on 11/13/2023. Questions and requests for clarification, and the responses thereto, will be circulated to all RFP recipients who have indicated an interest in this RFP.
B. Technical Proposal
Demands for technical and commercial parts of proposal are listed in the Attachment 1 (RFP: ENGAGE Partners’ Stories Placement).
C. Submission of Proposals: The deadline for submission of proposals is 11/27/2023. Submissions must be forwarded in electronic format only (either PDF or Microsoft Word and Excel) to tenders.engage@pactworld.org.
IV. EVALUATION CRITERIA
A. Only proposals conforming to the solicitation requirements will be considered. The award will be decided on Best Overall Value on the basis of the criteria, listed in the Attachment 1 (RFP: ENGAGE Partners’ Stories Placement).
