With 81 index points, Russia is perceived as the most significant threat to Ukraine, alongside other top risks such as energy supply disruption and economic and financial crises. Despite Russia`s unvarying bombing of Ukrainian cities, a staggering 95% of respondents believe that Ukraine should continue fighting. Additionally, 93% view the complete withdrawal of Russia`s troops from Ukraine, including Crimea, as the only acceptable condition for a ceasefire. The index is composed annually and provides an in-depth view of how world countries perceive 32 major risks and how these perceptions evolve over time. The 2023 edition also provides insight into the opinions of Ukrainians regarding the ongoing war, their allies, and the future of their country.
