This Consultant request (CR) is a part of the Activity to Enhance Non-Governmental Actors and Grassroots Engagement (ENGAGE). The purpose of ENGAGE is to increase citizen awareness of and engagement in civic activities at the national, subnational, and local level.
The goal of this CR is to hire a Ukrainian consultant to conduct a participatory organizational assessment of volunteer initiatives and humanitarian hubs assisting IDPs.
II. SCOPE OF WORK
Following Russia’s full-scale invasion in February 2022, many Ukrainian CSOs throughout the country pivoted their activities to provide critical, lifesaving support to Ukrainian citizens. Newly established civil society groups offered help to IDPs and other vulnerable groups, including support with relocation to and accommodation in the safer regions of Ukraine, emergency information support, as well as provision and distribution of humanitarian aid in the newly liberated areas.
To enable the CSOs to continue and expand this support, ENGAGE will enhance civil society efforts to address the urgent needs of IDPs and other vulnerable populations. Thus, ENGAGE will conduct an Integrated Technical and Organizational Capacity Assessment (ITOCA)[1] of volunteer initiatives assisting IDPs. Pact’s ITOCA is a methodology and tool that supports organizations to measure their capacity, prioritize organizational challenges, and implement improvement strategies. It covers a range of organizational capacity areas, including strategic direction, organizational structure, governance, planning and implementation, fundraising, financial and grants management, human resource management, and monitoring and evaluation. This methodology provides organizations with the tools and insights they need to regularly reflect on and learn from their experiences. Using ITOCA, Pact empowers organizations to review and adapt their plans and activities according to their self-identified purpose, context, and resources. Following ITOCA assessments, ENGAGE will provide institutional support to volunteer initiatives and humanitarian hubs.
Purpose: To conduct TOT for ENGAGE staff on ITOCA assessment methodology for volunteer initiatives and humanitarian hubs assisting IDPs.
Duties and Responsibilities:
Task: To conduct TOT for ENGAGE staff on ITOCA assessment methodology (July-August 2023) and two supervision sessions for ENGAGE staff following the first ITOCA assessments conducted by ENGAGE (August – September 2023).
The facilitators (trained by Pact to conduct ITOCA for the Pact Ukraine Community Action project) will conduct online TOT for 7 ENGAGE staff on conducting online ITOCA assessments. The training will include the finalization of capacity areas for assessments, the development of ENGAGE staff skills for conducting ITOCA, and two supervision sessions for ENGAGE staff following the first ITOCA assessments conducted by ENGAGE.
Deliverables:
- Perform online 5-day TOT provided for ENGAGE staff on conducting ITOCA assessments.
- Perform two supervision sessions for ENGAGE staff following the first ITOCA assessments conducted by ENGAGE.
- Develop a final report on the results of TOT and two supervision sessions that includes recommendations for further ITOCA assessments, the trainings and supervision sessions agendas, recordings of the online trainings, handouts, and other materials (in English).
Timeline of the Services Performance: July 10, 2023 – September 29, 2023.
Expected Level of Effort: Estimated Level of Effort is 27 consulting days. Deadlines and due dates could be negotiated if strong arguments are laid in the proposal.
- Qualifications:
- Technical knowledge, skills, and expertise in providing TOT (including online mode) and supervision sessions.
- Excellent writing and presentation skills.
- Fluency in English is preferable.
- Eligibility
All proposals which fail to comply with the basic minimum requirements outlined in the solicitation shall be eliminated. Only proposals submitted in compliance with Sections C and E will be evaluated.

Documentation required for application:
- Resume/CV.
- Technical-Financial proposal (budget) in Excel file (in UAH currency). Clearly stated LOE with a requested rate per unit (per deliverable) for consultants. The proposals are expected to be submitted from an individual consultant (or a leader of a group of consultants) as an individual/private entrepreneur.

All questions or clarifications regarding this Consultant Request must be in writing and submitted to kbondar@pactworld.org no later than 17:00 on July 4, 2023 (Kyiv time). The subject line should contain: “Questions to Consultant Request P4767-2023-16.” Questions and requests for clarification, and the responses thereto, will be circulated to all Consultant Request recipients who indicate an interest in this Consultant.

• Pact may contact listed past performance references without notice to the applicant. Pact also reserves the right to contact other past performance information sources that the applicant did not list in the proposal.

• Information pertaining to and obtained from the applicant as a result of participation in this solicitation is confidential. The applicant consents to the disclosure of the documents submitted by the applicants to the reviewers involved in the selection process.
