Pact Inc. seeks candidates to fill the position of Program Officer for the USAID/Enhance Non-Governmental Actors and Grassroots Engagement (ENGAGE) activity in Ukraine.

About the ENGAGE activity

This vacancy is open with the USAID-funded project Enhance Non-Governmental Actors and Grassroots Engagement (ENGAGE) Activity implemented by Pact in Ukraine.

The purpose of ENGAGE is to increase citizen awareness of and engagement in civic activities at the national, regional, and local level.  ENGAGE focuses efforts at both the grassroots level to educate and activate citizens to engage in civic initiatives as well as the national and regional (oblast and rayon) levels to improve organizational capacities, build coalitions, support advocacy and watchdog initiatives. ENGAGE primarily focuses on key democratic reforms and crosscutting themes, such as: anti-corruption, decentralization, government transparency and accountability including electoral processes, inclusive development of persons with disabilities, internally displaced persons, lesbian, gay, bi-sexual, transgender, intersex and other vulnerable groups, youth, and EU integration. To address citizen demands for anti-corruption reforms, ENGAGE maintains an anti-corruption focus on all its program components.

Position Purpose

Reporting to the Senior Program Manager, the Program Officer is responsible for planning, coordinating and implementing program activities, developing and maintaining working relationships with civil society organizations, community groups and other stakeholders throughout Ukraine. S/he ensures that the ENGAGE activity produces high-quality results through partnerships in a timely manner. The Program Officer will work closely with the Senior Program Manager and partner organizations.

Key Responsibilities:

  • Conduct program activities related to civic advocacy, constituency outreach, citizen engagement, and reform promotion.
  • Provide capacity development activities (training, mentoring, coaching) for CSO partners.
  • Participate in designing, preparation, and implementation of ENGAGE direct program activities.
  • Participate in grant proposals assessment and reviewing of CSO partners’ narrative reports from the programmatic viewpoint.
  • Make periodic visits to field sites to monitor the status of projects and prepare reports on on-site visits and substantive meetings with partners and assigned grantees.
  • Conduct organizational assessments and identify capacity development opportunities for ENGAGE partners.
  • Prepare weekly partners’ updates, participate in ENGAGE program reports preparation, and participate in in-house learning activities.
  • Perform other duties within the Program Officer’s competence as assigned by the direct supervisor.

 

Basic Requirements:

  • At least a bachelor’s degree in a relevant field (Political Science, History, Law, Management, Communications, etc.).
  • At least 3 years of work experience in the areas of civil society development and / or civic advocacy, constituency outreach, citizens engagement and reforms promotion.
  • Deep knowledge of civil society organizations in Ukraine.
  • Fluent in English and Ukrainian.
  • Excellent communication, writing (including editing) and presentation skills.
  • Excellent organizational skills and ability to manage a complex workload and deadlines.
  • Good written communication skills.
  • Well-developed interpersonal, negotiation and conflict resolution skills with the ability to communicate with a wide range of people and groups to positively influence others to achieve results.
  • Proactivity, agility of mind, critical thinking, attentiveness to detail, and ability to work with minimal supervision.
  • Ability to routinely organize data and maintain procedures.
  • Advanced level of keyboard skills and computer literacy in a variety of software applications (MS Word, Excel, Access, etc.).
  • Excellent teamwork skills.

 

Preferred Qualifications:

  • Experience with international programs, especially USAID-funded.
