The goal of this RFP is to procure highly technical support from an international consultant to assist the Ministry of Education and Science of Ukraine in improving the quality and depth of instruction via introduction of performance metrics and incentives for civic education teachers.

Basic overview of the SOW:

The international consultant in close collaboration with MOES and Ukrainian teachers’ training institutions will help design the system of measurement for further certification of civic education teachers; develop a civic education curriculum for Ukrainian teachers’ training institutions for civic education teachers for further certification. The curriculum and the measurement will become mandatory for receiving certification of teaching civics in the 5th, 6th (see activity below) and 10th grades. ENGAGE in cooperation with MOES and teachers’ training institutions will pilot the curriculum and measurement system for teachers of civics mandatory certification.

The international consultant will work with a Ukrainian counterpart additionally hired by Pact. The local consultant will have a profound knowledge of the Ukrainian educational system, teacher appraisal, and professional development. The international consultant in a team with a local consultant and in consultations with the MOES will design a comprehensive incentive system, measurement, and certification of civic education teachers’ performance based on the existing Ukrainian educational system with recommendations for interventions utilizing experience from Central and Eastern European countries and best practices from other parts of the world.
