Pact has worked in Ukraine since 2006 in the areas of governance, capacity development, and health. Building on a decade of experience, we address key challenges facing civil society organizations in Ukraine. The purpose of the USAID-funded Enhance Non-Governmental Actors and Grassroots Engagement activity implemented by Pact in Ukraine (hereinafter – “USAID/ENGAGE”) is to increase citizen awareness of and engagement in civic actions at the national, regional, and local level.
Pact needs to procure the services of a polling agency to conduct Civic Engagement Polls in FY2022-FY2023. USAID/ENGAGE Civic Engagement Poll is a regular public opinion monitoring to assess changes in citizens’ awareness of and engagement in civil society activities and civic education.
1. Place of Performance
All services required under this solicitation will be performed in Ukraine
2. Period of Performance
All goods and services required under this solicitation will be delivered from December 2021 and will conclude by September 2023.
3. Scope of Work
The Contract will entail the provision of the following services:
- Two representative public opinion polls throughout Ukraine (24 oblasts and Kyiv city, excluding temporarily occupied territories) with a set of population samples (2,000 respondents to be provided by polling agency, and up to 1,500 respondents provided by Pact) in December 2021-January 2022 and June-July 2023. The main objective of the public opinion polls is to measure civil society awareness, engagement, and participation. The poll includes up to 130 questions concerning citizens’ attitudes toward civic activism, participatory democratic procedures, reform priorities, and civic education. Some questions could contain visuals (graphics, charts). The survey sample should be representative of and disaggregated by region, gender, age, rural vs. urban areas, activist status.
- One round of Civic Literacy Test (CLT) as part of public opinion polls with a set of population sample (2,000 respondents to be provided by polling agency, and up to 1,500 respondents provided by Pact) in June-July 2023. Civic Literacy Test is aimed at measuring the overall level of civic literacy of Ukrainian citizens. The test is comprised of 14 questions on the basic issues of human rights and state functioning.
- One representative public opinion poll throughout Kharkiv, Zaporizhzhia, Kherson, and Sumy oblasts with a set of population samples (around 300 respondents in each oblast to be provided by polling agency) in July 2023.
4. Submission Instructions

Submissions must be forwarded in electronic format only (either PDF or Microsoft Word and Excel) to tenders.engage@pactworld.org. The offeror’s proposals should not contain any unnecessary promotional material or elaborate presentation formats (black and white is preferred). Offerors must not submit zipped files. The technical proposal and cost proposal must be kept separate from each other. Those pages requiring original manual signatures should be scanned and sent in PDF format as an email attachment.
