Ukrainians view corruption as one of the country’s most significant challenges. According to our survey, “The State of Corruption in Ukraine 2024: Perception, Experience, Attitude,” respondents identified the war (95%), corruption (92%), and the cost of living and wages (88%) as the tip issues facing the nation.
Additionally, Ukrainians perceive ordinary citizens (74%), non-governmental organizations (38%), and the media (38%) as demonstrating the strongest commitment to combating corruption.

USAID/ENGAGE Highlights Cultural Heritage Protection at XIII Civil Society Development Forum
On December 5, we held a workshop on cultural heritage protection at the XIII Civil Society Development Forum. The session was moderated by Tetiana Tarenkova, our Digital and Innovations Program Officer, and featured a panel of experts: Vasyl Rozhko (Heritage Monitoring Lab, CSO “Tustan”), Viktor Dvornikov (Urban Development Platform, Heritage Monitoring Lab), and Serhiy Mytkalyk (Anti-Corruption Headquarters, RISE Ukraine coalition).
The workshop showcased tools for documenting cultural heritage damage during wartime, including a demonstration of a mobile app. It highlighted the importance of networking and engaging civil society in preservation efforts.
At the Forum, our Arts and Culture Senior Officer, Lina Romanukha, participated in the discussion “Paths to Unity: How War Tests Social Cohesion” and highlighted how culture has become an integral part of national security.
Throughout the event, we also showcased the exhibition “Ukraine in Miniature,” which tells the story of Ukraine’s immovable cultural heritage currently at risk of destruction.

USAID/ENGAGE Partner Launches Free Trainings for Civil Society Leaders
On December 2, USAID/ENGAGE partner, CHESNO Movement, and Kyiv Mohyla Business School offered a two-day training, “The Power of Change: CSO Management,” on December 17–18 in Kyiv. The program helps leaders improve strategy, manage change, and develop team motivation systems. Applications will be accepted until December 12. Results will be shared on December 14.

USAID/ENGAGE Partners Hosts Press Conference on Crimean Political Prisoners
On December 9, USAID/ENGAGE partner, the Crimean Tatar Resource Center (CTRC), held a press conference dedicated to Human Rights Day.
The event discussed freeing Crimean political prisoners, current conditions, early release successes, and advocacy efforts. Speakers included CTRC, the Ombudsperson’s Office, civil society, and families of former prisoners.

USAID/ENGAGE Partner Advocates for International Support for Ukraine
On December 10, International Center for Ukrainian Victory (ICUV) co-founder Hanna Hopko and advocacy director Viktoriya Voytsitska joined the Safeguarding Europe: How to Defeat and Deter Russia conference at Chatham House, London.
Hanna Hopko discussed European security, international support for Ukraine, and recognition of Russia’s aggression as genocide. Viktoriya Voytsitska addressed energy security and present research on Russian attacks on Ukraine’s energy infrastructure. The ICUV team also held meetings with policymakers and experts to promote energy independence, justice, and global security.

Ten Years of Combating Corruption: Successes and Challenges Faced by Ukraine
Over the past 10 years, the authorities and civil society have jointly created anti-corruption infrastructure, adopted legislation and reformed public procurement. This all became the foundation on which the new European state had successfully been built.
The report prepared by Transparency International Ukraine experts presents Ukraine’s main achievements in increasing state transparency and anti-corruption reforms from February 2014 to March 2024, and also discusses post-war reconstruction issues.
